Who Can You Complain To?
All patients can complain directly to the County Governor. You can contact the Patient and User Ombudsman for assistance and guidance in complaint matters.
Patients in mental health care can also appeal decisions regarding admission and the use of coercion to the Control Commission.
Patient and User Ombudsman
Shall safeguard the needs, interests, and legal rights of patients in relation to health services, and improve the quality of health services. If you are not satisfied with the health care you have received, if you need assistance in resolving conflicts, and if your rights as a patient or relative are not being fulfilled, you can contact the Patient and User Ombudsman.
County Governor (Health Supervision)
The patient can complain about health care (investigation, treatment, rehabilitation, care, and support) or lack of health care in the institution according to the Patient and User Rights Act § 7. You should first complain to the department or unit where you received treatment.
If the complaint is not addressed or responded to, you can complain to the health supervision authority in the county (County Governor). Complaints must be in writing. The complaint should be signed by the patient or by someone who has been given authority by the patient. In the complaint, you can request copies of all correspondence sent and received in the case, so that you can stay informed.
Complaints regarding decisions about medication without consent within substance abuse and mental health care, unjustified use of coercion, and conditions that may pose a risk to patient safety should also be sent to the County Governor.
Norwegian Patient Injury Compensation (NPE)
If you have suffered harm during treatment, you can apply for compensation.
Control Commission (Mental Health Care)
The Control Commission shall ensure the legal rights of each patient in relation to mental health care. The Control Commission shall monitor all coercive decisions made and, on its own initiative, verify that the formal requirements are met and that admission has been carried out correctly.
The Control Commission shall handle complaints regarding decisions on the establishment and maintenance or cessation of compulsory mental health care, and shall assess whether all conditions for compulsory care are met.
The Parliamentary Ombudsman
If you believe you have been subjected to injustice or error by the public authorities, you can complain to the Parliamentary Ombudsman. Before you complain, you must have used all other complaint options.
